This example only works on the turn. If we took away a card, it would limit our outs. We're looking at top set with a flush draw. We have nineteen outs to improve to a flush or better. Any of the remaining nine Spades will make the nut flush. If the board pairs we have a full house, so any of the three remaining Fours, three remaining Nines, or three remaining Queens will make it. Also we can make quads if the river shows that last Ace. Chance of that happening on the river is 41.304%.
