Cases can probably be made for either all-in or standard raise of 3-4x BB but I think you probably could have accomplished what you wanted with the standard raise. Good chance that BB will most likely fold his random 2 cards, and EP limper will only call with 2 overcards or a low/medium pocket pair. If he reraises you, you're most likely beat but by going all-in you eliminated that option. BTW, I'm basing this on the notion that EP limper would not call your all-in unless he had you beat.

On the flip side, I also understand that the risk wasn't that high as EP limper had a pretty short stack.

pretty standard. I actually think 3-4BB raise is horrible, given stack size and position, unless we know villain is passive and will never bet/raise without a hand that beat us post.

Why is a 5-6bb raise bad?

I thought getting to see 3 cards with a pair and initiative is good vs most random small pairs/overcards.
