This call actually almost make sense, though for a bluff catcher its pretty thin, since counterfeit pairs are the only bluffs you are beating.
Villain called PF. Then c/c on a paired 2 suit board.
So villains most likely holding is a pair, draw, monster or total air. Air is less likely due to being OOP.
FD is also not as likely as most players would c/r a draw on this board since chances hero hit it are small and hero will have a problem continue with this hand facing a lot of heat.
So from villain play one can assume villain have SD value and trying to pot control OOP.
Now by the river villain range is polarized, its either a FH or total AIr, I doubt he even vbet a flush here. So by betting is most logical holdings is a counterfeit pair. since he will probably 3B 99+ PF there is a big chance 9 high is good.
Would I make this call? Never in the levels I'm playing, since the fish will bluff with A high here. But better players realize they don't need to bluff much when they have a good chance of having the best hand at SD.
Now this get trickier playing against better players that value bet really really thin.
