At which stakes you get better poker?
Let me explain.
We all know that at low stakes, everyone will call, it's no fold'em hold'em. I want to know everyone's opinion on this. At which stakes you start to get decent play by players, and therefore a better strategy is needed?
This should give an idea to newer online players, like me.

Some just don't care about money. I saw a woman once, in a casino, she kept reaching for $500 chips in her purse, and she was losing the money everytime. She must've lost $1500 on that table only in like 2 hours, and she seemed like she didn't care. It was on a $5-$10 table, and I doubt she would've done better at higher stakes.
True, the higher the stakes, the better are the players, generally. However, there's pretty good players playing microlimits, and bad players playing higher stakes. I just want opinions on when (what stakes) the play (not necessarily players, but in general) gets better.
