Whoever wants to? If you are in a casino and the games are self dealt then just tell the table and someone will offer to deal for you. In England what usually happens is someone decides to be table dealer for a few extra £££ and they will deal until whenever,

Just because you have the dealer button doesn't mean you have to deal . Usually the same person will do it the whole time
