I really don't understand this kind of questions.
But anyway, first raise PF.
By raisin you define your hand but you also narrow (somewhat) opponents range. Its less likely someone will wake up with 84 when you raise PF.
As played you bet and see what happened. If you get c/r you'd have to decide how to proceed depends on your reads on villain.
Its really ok to just fold, its a small pot and you have no idea where you are.
But anyway, first raise PF.

there is really not much thought process when we have no reads or info about the other players on the table.
btw, I only now noticed the dead poster, which make raising PF even more important.
This turn puts us in a tough spot actually, now we need to go with this hand to SD. We can't really afford to give a free card as the board is so drawy. We can't really bet/fold as villain can easily value raise worse hands and we can't be happy to bet/get it in as there are now 2 straights out there and do we really want to risk a 100BB to win a 10BB pot?
If you raise PF you will be able to avoid all those hard decisions. If the pot was bigger I'll happily get it in here.
Here is a great example as how a small little mistake can make our life so harder...

I often raise with pocket 10's. I'd make it 2.50 or 3 to go preflop. I usually raise 3-4xbb+1bb per limper. I'd count the post as a limper so 5 or 6 xbb total.
The flop has some connectiveness but was rainbow and all unders. I'd bet between 3/4 and the whole pot.
On the turn I'd put out 1/2 the pot and probably same on river.
