how many times can yuo raise in one round

Player A bets 10, player B calls, player C raises 10. Now either player A calls, letting B call or player A makes it 20 to go, causing B to have to call 20. Now, if I'm player B, I'm going to start thinking something fishy is going on and I'm either going to have the nuts and shove, or I'm gonna toss it in.

Am I missing something here or isn't that what most people would do? :p
