How much can a All in player win?

How much can a All in player win?
We had this debate last night. Blinds were 600/1200. A guy raised to 3600. The next player to act only had 1400 left and went all in. The small blind and big blind folded. The guy who raised pulled back to match the1400 all in bet. Does the guy who went all in 1400 have a chance to win the small and big blind or does the guy that raised 3600 get those chips and they play heads up for the rest.

The guy all in has a chance to win up to the amount of his stack from each player that put money into the pot. Since his stack is larger than the blinds that would include all of the blinds. If his stack was say 1000 then he have a chance to win all of the small blind but only 1000 of the big blind.

Don't forget that whilst the blinds are forced bets, they are still just like any other bet and count the same as a voluntary bet.
