How much do I have to call
First of all I run a game and I can hold up to 30 players and since 05 I have had a protection rule for short stacks and it states "IF a player announces raise and they don not have enough to make a min raise it puts the player all in and if there is more than one player still left act I enforce those players that want to call put in the full min raise if they have sufficient chips which will create pot number 2. is this a bad rule.
Of course if there is only one player left to act he is only required to make the call of the initial bet. Some feel that if there are 4 or 5 players left to act each of them only have to call the initial bet.
example: I announce raise and the min bet is 8k I only have 10k so I am all in I make the following players with sufficient chips put in the full 16k unless there is only one player left and then of course he puts in only 10k. is this rule ok or could it go either way

That's a horrible rule and you really should get rid of it.

I just felt If I didn have enough to make the big blind the following players that wanted to play still had to put in the bb bet if they want to play the hand. Its the same if they want to play a raised pot if they have enough to make a min raise then they have to put it in doensnt matter if the short stack has it or not; there will be two pots.

I dunno what ur talking about but this is how it usually works I think.
Say the big bet is 10k so the big blind is 5k.
If on the turn someone who was 100k left bets and there are two players behind, one with 50k and another with 7k. They both call. What happens now is 7k from each player goes into the main pot. and 6k (3k from the 100k and 3k from the 50k ppl) goes into a side pot which only they can contest for.
The guy with the 7k who is all in cannot contest for the side pot, only the main pot.
You can also reverse this situation if the guy with the 7k bets first. If he bets the 7k with the two players behind (100k and 50k) then he is all in for that 7k. The two players if they want to call only need to put in 7k. They do not need to put in 10k. Because the short stacks bet is more than half the big bet, the players can also raise if they want to 17k (7k original bet and an additional 10k big bet). If they raise then the extra 10k will create a side pot which only they can contest for, not the guy who is all in.
If the shortstack only had 4k and therefore less than half a big bet and someone wanted to raise it, they can only raise it to the initial amount of 10k, not to 14k (I think).
Then if another player wanted to call, they would put 4k into the main pot each and 6k each into the side pot which only they can contest for.

I'm not 100% sure what you are trying to say, but you can only win as much as you have out there.
So if the BB is 10k and the player UTG pushes 17K (all-in) then the next player that calls must call 20k (2xBB minimum) and the 3k extra goes back to that person unless another person decides to call as well which then a side pot is created.
Get rid of that rule and make the change. The more fair the game is the better.
