just a quick question?
At home games or even bar poker is the dealer suppose to be the only one messing with the chips??

If you have an actual dealer (and not just having the button deal), than yes, ALWAYS leave the pot to the dealer.
Most home games do not play like this, though, so either the winner, or whomever is closest to the pot should shove the chips to the winner.

Even if they trying to get all the pots right from all ins and such?

Do you have an actual dealer? Than the general rule of thumb is that NO ONE touches the pot.
If the button deals, then it is more lax. The dealer is the referee, and typically someone not in the hand would control the pot.

This is ALWAYS the case as well. But it is a good idea to have a set rule, in case of a conflict. Usually the intent of the situation will win out over the actual rule (such as mucking or string betting), but in the event of a serious "infraction", it is nice to have the rule already established so there is LESS of a fight.
