I would just change the color each time someone requests it. If someone says it should be blue, make it blue. White? Make it white. Each person is "right" so why shouldn't each person get what they want?

Its best to make the 25¢ white, that's the way most people want it.

I'm in Vladimir, just east of Moscow. All chips are red here, regardless of denomination.
