No raise allowed?

Something happened yesterday that I don't understand:

Seat 4: Yoyak! ($0.25 in chips)
Seat 5: AndyRuss ($1 in chips)
Seat 6: millos13star ($1.96 in chips)
Seat 7: fivetoo ($0.44 in chips)
Seat 8: Sonimac07 ($2 in chips)
fivetoo: posts small blind $0.01
Sonimac07: posts big blind $0.02
AndyRuss: posts big blind $0.02

I wanted to reraise to put fivetoo all in, but the only options on the screen were fold and call. Why is that?

When Yoyak! reraised, his raise was not enough to reopen the betting since he could only raise .11 when he needed to raise .12 to make it a complete raise and reopen the betting. God, that's an awful description. Here, this may explain better:
Robert's Rules of Poker wrote:All raises must be equal to or greater than the size of the previous bet or raise on that betting round, except for an all-in wager. Example: Player A bets 100 and player B raises to 200. Player C wishing to raise must raise at least 100 more, making the total bet at least 3. A player who has already checked or called may not subsequently raise an all-in bet that is less than the full size of the last bet or raise. (The half-the-size rule for reopening the betting is for limit poker only.)
