At $25PLO most players only 3B AAxx. At least 70% of said players find it very hard to fold that hand post flop and will find any excuse to stack with it.
So with a naked FD against one of those players I think calling IP might be better. Though they don't like to fold it, at least some of them are smart enough to know its not often the nuts and will try to SD, in which case you can get two free cards to complete your draw (and you can bluff on the turn if you pick another draw). Sure chances are you will not get paid if you hit, but I think you have enough equity to peel one.
of course if villain is loose aggressive and his range is wider then AAxx or villain is good enough to fold one pair no draw hands then this move is mandatory.
By raising the flop you're actually eliminating your positional advantage.
If thats make any sense.
