I'd try to get it in on the flop, He seems to be on a draw, he'll rarely have something stronger than you, and if he does sobeit. You're likely ahead of the dead $ imo

I would probably muck it preflop. I don't like calling a raise with this sort of a hand. A raise before you should usually mean high cards of some sort and you have high cards in your hand not to mention the 3 is no way connected to your hand.
My friend who is a top Omaha player constantly stressed to me that the main flaw in peoples game is not understanding the concept of 4 working cards, especially to a raise.
The 3 is not working with any of the other cards. Hands like A567 with the ace suited are the exceptions and steals, but calling a raise with players behind with AQJ3 can't be that great a play imo.
Aside from that, you played it safe on the flop and I can't really fault that, a lot of ugly turn cards can come that make his hand after you have invested a lot on the flop. I think you have played it fine postflop.
