Raising in the Big Blind

This is a more advanced question...

In a loose game, say 6 limpers, why is it ok to raise in the Big Blind with 88 or 99... but NOT ok to raise with 10,10 (either NL or limit)?

Why is it ok to raise with either on the button?

Please consider position, deception, and motives for raising.
