There is about 10 million things you would have to do and one of them would be having a lot of money. The government doesnt let just anyone open one up. You need all sorts of licenses and crap. I am currently looking into opening a poker room in Ontario. If anything were to happen the prosess is long and difficult it will take a minimum of 5 years before anything starts to really develop.
You can contact the Alcohol and Gaming commission of Ontario. AGCO.com (i think) if not just google it.

a poker room shouldn't cost alot of money
like a just a nice place to play
couple of tables
loads of chips
and advertise
but thats only excluding hiring dealer and training people for it

Dont forget a Security/surveilence (*sp) System. I am fairly certain that for you to get a license to have to follow a few guidlines and a good security/surveilence system is one of them.
Plus lease/purchase of a building. Plus licenses for everything. Each employee must be be licensed. Plus tables.
I would guess at 50K minimum just to start then there will be recurring operating fees. And I think that may be a low estimate. However I would be willing to help get something like this off the ground.
Dont email. They wont reply. Call them.
