rule question: big blind under

here's a scenario: the round is 200/400. the player with small blind posts the 200, but the player for big blind does not have enough (say, only 350). would he be considered to be forced all in? if so, what is the minimum betting for this round, would it be 400 (as if the big blind was posted) or only 350 (to match the big blind bet)?

yep.

He's all-in, minimum bet to see the flop is still 400, lots of side-pot-lovin in that one.
