Under-raise rule clarification please
I'd just like to clarify this please as the question was raised in a recent game.
Blinds 1000/2000
D
SB 1000
BB 2000
P4 3000 (all-in)
P5 Call
Action contined normally.
This is the question. Should P5 call 3000 (the under-raise), or should he call 4000 (the minimum raise if P3 folded or had more chips)?
It was ruled that a player may call an under-raise (due to an all-in), and wouldn't be forced to place a bet equal to a full raise. I would just like this clarified please.

You can fold, call or make a full raise in limit regardless of your previous action that round, because it is half or more of the original bet (the BB).
In NL you can fold, call or raise unless you've already called the BB, then you can only fold or call.

To answer your question, all players would have to call only 3,000 if they wish to call.
This rule is slightly different when the short stack is in the SB or BB. If the blinds are 100/200 and the BB only has 150 chips, all subsequent players would still have to call a minimum of 200 chips to play.
