RULES?? PLEASE HELP! - Betting out of TURN????

We play No-Limit Texas Hold'em Tournament every Wednesday. We all put $30 each in the pot and start with $100,000 in chips. We are all new but absolutely love the game. Here is a rule we couldn't figure out by watching TV and/or research.
>>What are the rules on betting out of turn? What happens when someone doesn't realize that it's not their turn and they place a bet? How is that suppose to be handled?

Betting out of turn is always against the rules. Different houses set different rules for this. Tournament rules are usually the most strict. In a regular casino limit game, a person is usually going to get only warnings about this, if it becomes obviously blatant, they'll be asked to leave. In your situation, a no-limit winner-take-all, I'd make the rules very strict. Something like each player gets one warning, after that betting/raising out of turn automatically folds their hand. Furthermore, after their one warning, if a player calls out of turn, only to have the guy whose turn it really is raise it, they must either call the raise or leave their chips for the original call in the pot and fold their hand. As far as checking out of turn goes, this is usually given a little more latitude. However, if a player checks out of turn and is asked to wait for the appropriate player to act, he may cannot bet if it's checked to him, and may not raise if he's bet into. If a player habitually checks out of turn, you may have to set up a penalty system. (e.g. a big-blind size bet into the middle of the pot or a chip to each player, for each incident)
