Draw game dealing question

This may appear to be a classic question that is about to come but it's just a quirk I would like a ruling on:

Let's say enough discards have happened that the deck is about to run out and there is only one card in the dealer's hand. Let's then say that the next guy wants TWO cards. There are a few scenarios I can think of:

#1 - he discards into the pile, you throw him the last one, then shuffle the discard pile and throw him the top one

or

#2 - same thing but his two discards are not included in the shuffle and left on the table to prevent him getting the same card again

or

#3 - he retains his cards, you shuffle the discard pile INCLUDING the one left in the deck and then he discards two and you throw him the top two of the freshly shuffled deck

or

#4 - something else!

If the deck runs out, the discards are reshuffled and the cards are dealt out as needed. It's not like a Stud game where the last card is community.

OK, I misunderstood for some reason the first time. He discards the two cards, and both are placed in the discard pile. He is then dealt the one remaining card in the deck. All the discards are then shuffled and he is dealt a second card. So as far as I know, scenario #1 you posted is correct.
