Dealer forgot burn card on 5th street
If the dealer lays a 7s down on fifth street, but forgets to burn a card, what is the rule?

Depends. If you catch it in time the dealer will have to put the river card as a burn and then deal a new river. If you notice after all the action has taken place then you probably won't get anywhere.
There really is no concrete rule in place for this I don't think and it probably varies from casino to casino on what is done about it.

I believe what's typical is the river card is put back into the stub which is reshuffled and a new burn and river are produced.
Or am I thinking of another situation?

That happens when the dealer puts out 4th/5th before the action for the previous betting round has been completed.
In this case, the river card is still identifiable as the top card of the stub and, if noticed in time, should replace the incorrect river card already dealt.

Re: Dealer forgot burn card on 5th street
This happened in our home game tonight with 2 players all in pre-flop. Player A had AK and player B had JJ. Flop was all spades one of them being a J giving player B trip Js. Turn was another spade. River was another spade meaning a split pot as neither player had a spade for either of their hole cards. Player A begins to celebrate the fact he has been saved by the river and starts to divide the chips when player B says that he thinks the dealer didn't burn a card before the river. This is confirmed by counting the folded and burned cards. We ended up "making it right" by replacing the incorrect river card(the one that should have been burned) with the next card from the deck. This meant that player B won with trip Js and player A was out of the tournament and pretty bummed out. Was this the correct ruling for the situation?

As harsh as it seems, that is the correct ruling.
