When Do You "Look Up" an Opponent?

When, if ever, do you "look up" (call him down with a weak hand) an opponent in a tournament? Have you ever called down an opponent just to see what he was playing?

OK, I'll expand a little. This is actually a two part question.
1. Part 1 is when your hand could be good. Forgetting about how you got here in the first place let's say that you have a weak pair, regardless of how you made it, against a preflop raiser, and the PFR has bet to showdown but there are no obviously threatening cards on the board. How do you determine when to call down to see if your hand might be good?

2. Have you ever called down just to see what it was the villain was betting? That is, have you ever paid for information?

When I'm getting good odds, I have a hand with some value and I just can't put villain on a hand, like he raised pre flop from an early position then checked the flop checked the turn and min bet the river with a raggy board, WTF......is he better than my small pair.
