question on folding
Sorry to be repitious but i believe i posted this in general questions and it should have been here so i will repost, Don't hang me
A dispute arose in a recent no limit cash game.
player one has KK player 2 has A8
Flop K88 turn 5rag river 8
Player one goes all in
Player 2 says "too bad" and throws his cards face up on top of the board
The arguement was that he had not said call nor threw any chips in the pot and
that throwing his cards on top of the board was a muck
Player 2 felt that no one would fold 4 eights and that his cards spoke for him
I was asked to mediate adn I determined the cards were mucked. A bet had been made and the only response is call or fold. Since he didn't say call or put chips in the pot then his actions indicate a fold.
was I right?

Yes. That was a dumb move by him but at least he won't do it again eh
