Raise or not?
I feel like such a rookie, but we couldn't decide for sure if we knew the correct ruling.
$.25/$.50 blinds. SB throws a dollar chip on top of his $.25
Me (BB) asks if that's a raise. We got into a discussion, and I honestly didn't know the answer.
On the one hand, he did make a bet with a single, overvalued chip without announcing, "Raise", which normally means a call.
On the other, there were multiple chips in his total bet (SB + the $1), which was a legal raise. That normally means that the action doesn't have to be announced.
Not sure what the proper ruling is. Home game, so we just let it play out, but now I'm curious.

Re: Raise or not?
It goes as a call. The multiple chips rule doesn't apply because the SB is already part of the pot. Flinging in the $1 chip counts as a separate action to putting in the SB.
On a side note - the only time a failed multiple chip raise would not go as a call would be if someone slid in multiple chips to the value of more than 50% on top of the previous bet/raise without saying anything. That would require topping up to a min-raise. Less than 50% would go as a call.
