please help with the answer to this situation small blind 300 big blind 600 next player 900 all in what are the correct options for the next in turn i have been told three options call , raise, or fold is this correct

Yes, unless they have less than 900 which makes raising or calling tricky.

I'd imagine you are alluding to a situation where raising might be restricted. That only occurs when the final player to act in a betting series is unable to make a full raise. Example:

Player A 5,000 chips
Player B 5,000 chips
Player C 5,000 chips
Player D 5,000 chips
Player E 1,000 chips

Player D is the small blind for 400 chips, Player E is the big blind for 800 chips.

Players A-C all limp for 800. Player D calls for 400. Player E goes all-in for his remaining 200 chips.

No-one can raise here because they all had their chance previously and everyone prior to the big blind had been given that option. They are all restricted to calling 200 more or folding.

As an aside, if Player D had raised to 1,600 or more, Player E going all-in for 1,000 total would not restrict any future action as Player D had re-opened the betting for that round. Players A-C now have fold, call or raise options available to them again.
