RULES? PLEASE HELP! "All In" Doesn't cover Blind?

We play a No limit Texas'Holdem Tournament every Wednesday. ($30 buy in, get $100,000 chips). This came up last night. OK, here's the scenerio: The blinds are $15,000/$30,000. Four players remained in this seating order; Player A is Small Blind, Player B is Big Blind, then player C, then player D. Before the flop Player C has to act first. Player C goes "ALL IN" but he only has $31,000. He actually raised the big blind but did't have the entire minimum amount to raise ($60,000).
What are Player D's options????? Can player D (and A & B) call the $31,000? Do they still have to play the minimum required raise of $60,000 to stay in?
My understanding of the rules is that they would have to play the minimum bet of $60,000??? Can anyone help with this??????

Any bet can be called-so they can call the $1000 raise.

FYI: If you were playing limit-a $1000 raise would not be considered a raise-therefore, you could not raise a $1000 bet if you already raised. For example, blinds are $15000 and $30000. UTG a player raises to $60000. A later player goes all in for $61000. The UTG player cannot raise again unless a 3rd player raises to $90000.
