RULES
please answer only if you know the answer, i already have enough opinions.
I have searched the RULES and cannot satisfy the following.
The game is Texas Holdem no limit, the blinds are 10 and 20.
First player after the flop bets 20, the next raises 20 to 40 total, the next goes all in for 46 [does not complete the bet] the next player wants to play for the least possible; does he have to put in a complete bet and if so is that 60 or 80 or can he call 46.
46 is less than the minimum bet and THIS PLAYER has enough to complete the bet???

another similar but differnt question
texas holdem, no limit, blinds are 10 and 20.
a player has 36 left and calls the BB for 20 preflop, nobody raises.
post flop he is all in for 16
the player after him calls for 16 or has to put in 20.
[this is post flop and some rules read that he is allowed to CALL the all in infront of him, which would mean he could put in 16, and not the min bet of 20]
Again i appreciate that we all have opinions, but that is the problem, i have many freinds and we disagree on the outcome of these above situations.

Well, the only 'the official answer' is to speak to the floor manager or look in their official rule book for the casino where this happened. However this sounded like it happened in a home game - so the 'official answer' here is; what rules did you decide on & who enforces them.
Apart from that - all you will get on here is other opinions - some of which will be pretty solid (as some are casino dealers or full time poker pros) but even then, it will be spesific to where they play or work. This, of course could be different to where you played. So no one will be specific to your game unless you tell us where you were playing and what their policy is on this scenario.

In no limit you only have to call what has been bet. So player can call for 46 and 16 in your two examples. Fixed limit may be different.
The exception to this is if the big blind is all in preflop for less than the cost of the big blind. If you wish to call, you'd have to put in the full big blind amount.
Roberts rules is a good guide for things like this, however as Jimmer said house rules trump all, so it's possible a different answers exists in a particular card room or house game. (I've played in games where they allow you to raise a $30 bet to $31 without being all in).
