Soft play

I was reading the qualifications for a Texas Hold-Em tournament and it talked about soft play and it didn't sound like it was a good thing, like bordering on cheating or something. What is soft play?

Just read an article about this in cardplayer. softplay is o.k. in a ring game when just the 2 of you are in the pot, but in a tourney, or if there are other players involved, it is unethical.
