Steal Blinds???
I always see people beting hard Pre-Flop after many player put their blinds, so this people still the blinds,
but i wonder if it is just a bluffing strategy or most of the time this people have the pair of A
A
ACES or kings?????
Should i do the same with ducks, ladies or no pair at all???

I don't fully understand what your asking?
But, blinds are placed into the pot by the 2 players to the left of the dealer. In torny's the blinds gradually increase in value. At the start of the torny, they are worth a very small amount of your total stack, but towards the end (when they increase in value, they therefore become a larger percentage of your total stack and are then worth fighing for.
In a cash game, the blinds consistantly stay the same.

It's a common strategy to raise with almost any two cards in late position (the button or one off the button) if everyone else has folded to you.
To answer your questions, if the person doing this is an experienced player, then they don't always have AA or KK; and, yes, you should increase the range of hands you raise with when you have the opportunity. But, be careful. If you do it too often with weak hands, good players will reraise you from the blinds and make your life very difficult. Pick your spots carefully.
