Is raising his min-bet pointless? Do you guys let a card run off to make my hand and then try and get his stack? At these levels, is min-bet a blocker or a bet-inducer?

fold PF.
i hate everything about this spot and cant think of a good outcome. Id be reluctant to play for stacks here because more often we're probably losing our own as it's going to be impossible to disguise our hand when we do make it and he can have us totally dominated with a hand like QJ. His line dosn't make any sense considering how connected the board is.
Theres probably value to be extracted from this spot but its just so uber thin and risky that i'd just rather wait for a much easier spot which at 2nl there are plenty.

Agreed.
Even at $10NL I don’t bother mixing it up or trying to conceal my hand. You can play a much simpler game than this. It’s dull but it’s profitable.

Re: tricky spot 2NL
I'd open from button with J9 a lot...while this is a spot I'd consider shoving normally, I'm not doing it the way he played it, he's inducing a raise (min bet flop) and is calling us 100%. I like calling and deciding turn.

Re: tricky spot 2NL
I don't like drawing against the small stacks you just don't make enough when you hit. You might also have to discount some of your outs with a diamond draw and higher str8. I can find enough reasons to let this go.
