Tying Pairs
Example hand: Flop+turn+river = Q, 10, 9, 7, J and one player has 2, 4 and one payer has 2, 3. Which player would win and why? Would you consider the 3 or 4 in their hands in high card rule?

The best hand is the hand on the board, it's a split pot.
