It varies. At some places, your hand is instantly mucked. Others play continues as normal. Find out the house rule before you start.

TDA (Tournament Director's Rules; the 'standard' for all big tourneys, WSOP, WPT, etc), state that an exposed hand is NOT ruled a dead hand, for the first offense. Usually first offense gives a warning to the offending player. 2nd offense usually results in a penalty- penalties are no longer given based on 'time' (10 minute sit out for you); instead they get penalized for a set number of "orbits" (rounds which the blinds pass you). 1st offense is usually a 1 orbit penalty, 2nd offense is 2 orbits, 3rd offense is usually 5 orbits, and thereafter, disqualification of the offending player is optional.
Time penalties are no longer given due to an acquaintance sometimes sittingat the same table as the penalized player, intentionally 'tanking' (taking a ton of time to decide his decision), thereby reducing the number of hands the offender missed.
But in any case, unless you're playing in some non-professional atmosphere where the rules are made up as they go along, the hand is NOT RULED DEAD. If someone wants to play their hand face-up, that's their decision. However, their may be negative consequences for their actions.
just my opinion, but if someone wants to play their hand exposed, why the hell wouldn't you let them?
