Weak Ace vs. Blind Steal

What are your thoughts when holding a weak Ace in the blinds vs a blind steal? If you think it makes a difference whether you are tourny, fixed limit cash, or no limit cash please feel free to elaborate.

I would consider to 3bet from blinds, if the button stealer has high % raise on the button (maybe over 25% or so) and higher % fold to 3bet (at least 60%). I speak about NL cash games.
