What would you do? Fold or Call. Should I have raised?
Tournament is a $200 buy-in big even 5000 entrants.
Stacks sizes.
seat 7 - $1,895
Me - 10,10 - $2,432
button - $3,115
In a 9 handed game with blinds at 30/60 in the cut off with 10's. Seat 7 raises to $220. I consider raising because i am likely best and to get a better read on hands but end up just calling. The Button pushes all in. Seat 7 tanks for a while but then calls. I do not have any reads on the players.
Do you call or fold? Should I have raised? What raise amount?
If you would call this, at what point do I fold 9's - 8's etc. If you fold this at what point do you call JJ - QQ's

I am hoping to get additional feedback. I do not think this is an easy fold for the following reasons.
1) You are in a multi way pot with the opportunity to more than triple up. So you do not need to be in a 50/50+ situation. A 36% chance to more than triple seems enough to me. Especially because with chips I might be able to do damage. With 5,000 players I am going to have to get lucky sometime.
2) This seems like a steal attempt and a squeeze play. Clearly you are not going to risk all you chips by pushing in with nothing. I put the (Button) on AK may be QQ’s-88s his distribution would be like (16 -Combination of AK) & (12 – QQ-JJ) and (12 – 99-88) This seems reasonable as he clearly is not looking for action so you can almost eliminate AA’s & KK’s. The (Cut Off -1) I put on a marginal hand at least for such a strong call. Because of his going into the tank. This timing tell can indicates a marginal call maybe 99 or lower. He could be giving me a false timing tell acting like he has a tough decision and have a monster hand like AA or KK but I did not think so because he likely would prefer to get heads up with the button even with AA-KK.
If I called I would up against one of the following:
1) 67% to win - Best case 2 under pairs this is not much of a possibility if at all.
2) 61% to win - 2nd Best 2 connected over’s like two AK’s.
3) 45% to win - 3nd Best case AK and AJ+.
4) 45% to win - 4th Best AK and an under pair.
5) 18% to win - 2nd Worst over pair and under cards.
6) 15% to win - Worst two over pairs.
I would really like your opinion. I do not know if I am trying to talk myself into making this call or not I realize this on the service seems like an easy fold.
Results:
I actually folded and the Button had AK and the Cut off -1 had 55’s. Nothing changed on the flop and I would have won.
